and, per the HEALTHY AND HIGH PERFORMANCE SCHOOLS provisions of NO CHILD  
LEFT BEHIND (federal education law enacted in 2002), the education department,  
advised by EPA and Energy, is authorized to give grants to the states to  
encourage local HHPS designs that include saving 30% in energy. Congress  has 
provided line item funding for HHPS, not for the grant program and not  for the 
research provisions. No Child Left Behind is up for  re-authorization next year. 
 
Senator Jeffords's bipartisan S 3591, the High Performance Green  Buildings 
Act of 2006, was reported out of the Environment Committee in Sept.  but the 
Senate leaders have not brought to the Senate floor where it could  be voted on. 
Ask your US Senator to commit to fast-tracking track S  3591.

EPACT states energy efficiency upgrades are  compared to ASHRAE 90.1-2001 as 
in effect on April 2, 2003, which means  without Addendum g and not 2004 
version.
