Where do these statistics come from, I 
wonder?  How did that happen? (decrease in 
emissions)  Are we currently decreasing (which 
should be the case with Energy Star & other 
measures) or increasing (hence the need for more 
coal fired power plants) our emissions ?  I do 
not believe there has ever been a period of decrease.   But will bow to data.
and how does the increase map to the population 
size?  Which has grown but not that much.
It's about the lifestyle...
