Big Green: Construction Carbon Calculator - Middle East

First of all thanks to all who responded to my question on "beyond LEED rating systems" from before the holidays.  The responses were very helpful.

For the New Year I have a new question:  I'm looking for a construction carbon calculator for the Middle East.  It could be as basic as Mithun's "BuildCarbonNeutral".

I'd appreciate any ideas on construction calculators out there that people are familiar with.
