I am unaware of any publicly traded utility that does these for free in Texas maybe municipal utilities like San Antonio and Austin do them but they aren't for free aren't unlimited and are a part of the cost base

Unfortunately not so in Alaska where you would think it would be obvious to do so.  Sacie




	the energy companies all over the states of Florida and Texas (that I know of for certain) do these as a courtesy to their customers. For free.
