Big Green: LEED SS8 - LZ3 vs LZ4

Anyone have a good sense of what LEED allows on this?  

SS cr 8 - Light Pollution Reduction
Classifying a project under one of the zones defines by IESNA RP-33
(which apparently you'd have to buy).   

We have an urban site.  It could be considered a LZ4 based on the
criteria in the reference guide, but how do we really know for sure?

The submittal documentation requests "Confirm the site zone
classification for the project".   How?
