Big Green: Energy Efficiency in High-Rise Residential

I have been told that the only way to achieve the 2 required LEED Energy
Optimization credits in a high-rise residential building is with the use
of a central HVAC system.  I am also told that central systems cost
millions more than installing individual package heat/cool units for
each condo/apt.  

 

I am wondering if it is possible to achieve the EA1 credits without a
central HVAC system.  I would think that consideration of building
envelope, fenestration, building orientation, lighting choices, etc.
would impact efficiency as well.

 

Does anyone have experience designing energy efficient high-rise
residential projects?  What are the most common strategies for meeting
the LEED EA1 credits on these buildings?  Are there any specific case
studies on energy efficiency in high-rise residential buildings (with
actual energy data)?
