You may want to take existing light levels to support the LZ4
classification.  You can build a spreadsheet with measured ambient
levels for common areas such as streets (vehicular circulation), parking
areas, sidewalks (pedestrian circulation), facade illumination, etc.  By
doing this and using photographs you at least establish a baseline of
existing conditions.  Then prepare calculations for any proposed
lighting, and comparing it to the existing light levels (hopefully they
will be less than or equal to them), USGBC may find this acceptable.
 
We were doing some retail work - where high ambient light levels existed
- and we were attempting to make a similar argument; however the project
has stalled.  I'm sorry I can't give you definitive proof that the
strategy worked or not.

Anyone have a good sense of what LEED allows on this?  

SS cr 8 - Light Pollution Reduction 
Classifying a project under one of the zones defines by IESNA RP-33
(which apparently you'd have to buy).   

We have an urban site.  It could be considered a LZ4 based on the
criteria in the reference guide, but how do we really know for sure?

The submittal documentation requests "Confirm the site zone
classification for the project".   How?
