In the projects I have done, the engineering firm had contractual
responsibility for inspection and oversight of the SWPPP. In many
cases, unless you actually ask the engineers to come on-site and
document compliance, they may overlook or neglect this responsibility.

Most jursidictions that use practices in line with the EPA's
Construction Site Runoff Control program require some sort of formal
inspection/monitoring program. This often results in either the
issuance of a permit for the next phase of construction, or written
approval from the inspector that E&S measures were adequately installed
and maintained.

I'm looking for a little guidance from someone with regard to the LEED
Prereq for SS-Erosion and Sedimentation Control.
My previous experience has been that the E&S Plan is created by either
civil or landscape. But I've never really considered who monitors or
administers in the field. I'd appreciate any insights into this.
