In this area, the TESC plan is typically created by the civil engineer,
and monitored by them and the local jurisdiction during construction.

Subject: Big Green: LEED Erosion and Sedimentation Control

I'm looking for a little guidance from someone with regard to the LEED
Prereq for SS-Erosion and Sedimentation Control.
My previous experience has been that the E&S Plan is created by either
civil or landscape. But I've never really considered who monitors or
administers in the field. I'd appreciate any insights into this.
Thank you in advance.
