Big Green: Calculating Energy loads - methodology question?

Dear Big Green,
Here at Eco-Grid, a non-profit group in Hudson, NY, we
are trying to calculate heating/cooling and electric
loads for buildings for which we have no primary data.
We are using this as a part of an effort to evaluate
different renewable energy technologies. We have data
on square footage, building use, exterior wall
material, current fuel type (oil, natural gas, etc.)
and current heat type (hot water, steam, electric).
We're looking for a standard (such as ASHRAE, for
example) that we can use to extrapolate a guess of
energy peak use abd yearly/monthly use for both
electric and fuel, or BTUs and electric use.
Can anyone recommend an existing tool, standard or
methodology for undertaking this task?
