Big Green: Water coolers

Ground water in most parts of the country is about 50-55 F.  I get the impression (at least in the Pacific Northwest), that folks increasingly specify drinking fountains without any (compressor) cooling.

I can't imagine water coolers are the best use of energy in buildings
that are supposed to be 'green'.  I suppose they would reduce bottled
water use, but running all the time, cooling water of which most goes
down the drain?
