This jumped out at me from the quoted fragments: ". . . Very few architects,
mechanical engineers and energy simulators actually look at the measured
performance of their projects after completed. . ."  Since it is the
building OWNERS who most benefit from post-occupancy verification, it stands
to reason that THEY would pay for the required metering, calibration,
post-commissioning, etc, etc. However, it is STILL the rare owner who
understands both the short- and long-term benefits of M & V. Architects and
engineers are usually too far down the food chain to have much influence on
whether and how their buildings' performance will be measured.  I'd be
curious if this snag is on the radar of the Architecture 2030 folks.
