Big Green: Lighting-efficiency funding for non-profit

My client is a non-profit hospital in Illinois. They want to implement daylighting controls and automated shading, but so far it is cost prohibitive. Do you know of any funding sources (excluding ICECF, and ComEd) for which they might be eligible? Have any PPA's tackled lighting?
