I am not familiar with Illinois. I'd check with manufacturers & retailers of daylighting controls (not likely, but possible), or - for a REAL expert - contact the "Lighting research Center" at the Rensselaer Polytechnic Institute ( http://www.lrc.rpi.edu/ ).
I'd also with the "Database of State Incentives for Renewable Energy (DSIRE)" which is a Dept. of Energy-funded database for energy-related incentives, listed by State:

For example, on their "search" page, selecting only "energy efficiency" / "Lighting controls" / "All" programs I get the following hits:

My client is a non-profit hospital in Illinois. They want to implement daylighting controls and automated shading, but so far it is cost prohibitive. Do you know of any funding sources (excluding ICECF, and ComEd) for which they might be eligible? Have any PPA's tackled lighting?
