Big Green: Incentives for Metering Water Use in Municipalities

Dear Big Green,

Is anyone familiar with federal or (New York) State incentives for metering water use in residential buildings? In the town where I live a fee for residential water use is grouped in with real estate taxes. There is no metering of the actual water use. 

Is anyone aware of funding mechanisms to assist municipalities with metering water?
